Institutional Structure of ISSA
The International Special Sports Association (ISSA) is organised under a clear and coherent institutional structure designed to ensure effective governance, operational efficiency, and the sustainable development of sport at the international level.
ISSA’s structure is based on recognised principles of good governance, transparency, and institutional accountability, while respecting the autonomy of member organisations and affiliated bodies.
The Association operates through its statutory governing bodies and specialised commissions, each acting within clearly defined mandates and in full alignment with the ISSA Statutes.
Governing Bodies
ISSA’s governance framework includes:
General Assembly, as the highest decision-making authority of the Association
Executive Board, responsible for strategic direction, oversight, and institutional leadership
President, serving as the principal representative of ISSA
Secretary General, responsible for executive management and the administration of the Secretariat
Each governing body exercises its powers in accordance with the ISSA Statutes and within the scope of authority conferred upon it.
Commissions
In order to support its objectives and ensure specialised expertise, ISSA establishes permanent or ad hoc commissions. These commissions operate as functional and advisory bodies within the ISSA framework and are subject to the authority and oversight of the Executive Board.
Commissions may be established to cover, inter alia:
Specific sports disciplines recognised by ISSA
Technical, educational, or developmental matters
Event coordination and competition oversight
Institutional and professional advisory functions
Each commission operates under a defined mandate, rules of procedure, and reporting obligations, ensuring consistency with ISSA’s governance standards.
Autonomy and Coordination
While commissions and affiliated bodies enjoy technical and operational autonomy within their respective fields, all activities are conducted in coordination with ISSA’s governing bodies and in full compliance with the Association’s Statutes, policies, and protocols.
This structure enables ISSA to balance institutional coherence with flexibility, innovation, and responsiveness to the evolving needs of sport at the international level.
Review and Development
ISSA’s structure and its commissions are subject to ongoing review to ensure relevance, efficiency, and alignment with international best practices. Adjustments may be introduced in accordance with the procedures set forth in the ISSA Statutes, ensuring continuity and institutional stability.
